Rescue hovercraft have no propellers to get snagged by sub-surface obstacles, such as street furniture, wire fences, or floating debris such as plastic bags, rice sacks etc.  Rescue hovercraft can operate on land as well as water, and are useful in mud, sand and ice rescue situations.
